भारतीय कब्जामा रहेको नेपाली भूमि फिर्ता गराइदिन बेलायतलाई पत्र, दायित्व पूरा गर्न अनुरोध ! [पत्र]

काठमाडौँ – ग्रेटर नेपाल राष्ट्रवादी मोर्चाका अध्यक्ष फणिन्द्र नेपालले भारतीय कब्जामा रहेको नेपाली भूमि फिर्ता गराइदिन बेलायती सेनाका प्रमुख जर्नेल सर मार्क कार्लटन स्मिथसँग माग गरेका छन्।

अध्यक्ष फणिन्द्र नेपालले लैनचौर स्थित बेलायती दूतावास पुगेर शुक्रबार नेपाल भ्रमणमा रहेका स्मिथलाई ज्ञापन पत्र बुझाएका हुन्। अध्यक्ष फणिन्द्र नेपालका अनुसार शुक्रबार दिउँसो स्मिथका नाममा दूतावासलाई एक ज्ञापनपत्र बुझाइएको हो।

सुगौली सन्धिमा गुमेर फिर्ता हुन बाँकी करिब ६०००० वर्ग किलोमिटर नेपाली जमिन भारतबाट फिर्ता दिलाउने प्रमुख दायित्व बेलायतको रहेको भन्दै बेलायती सेना प्रमुखलाई यस विषयमा सक्रिय भूमिका खेलिदिन ज्ञापन पत्र मार्फत आग्रह गरिएको अध्यक्ष नेपालले जानकारी दिए।

भारतबाट बेलायत फर्किसकेको अवस्थामा उससँग नेपालले गरेको सन्धि स्वत: खारेज हुने दावी पनि ज्ञापनपत्रमा गरिएको छ। बेलायतसँग नेपालले गरेको सन्धि-सम्झौता भारत स्वतन्त्र भएपछि पनि लागू हुन्छ भन्ने मान्य नहुने हुँदा बेलायतले नेपाली भूमि फिर्ता गराउनु पर्ने मोर्चाले स्पष्टसँग ज्ञापनपत्रमा उल्लेख गरेको छ।

यस्तै ज्ञापनपत्रमा ६०००० वर्ग किलोमिटर नेपाली जमिनमा भारतबाट कब्जा जमाउनु गैरकानुनी र अमानवीय हुन जाने पनि ज्ञापनपत्रमा दावी गरिएको छ।

Dear Sir,

Before the Segowlee Treaty of March 4, 1816 between Nepal and the British East India Company, the boundary of Nepal was Tista river in the east and Sutlej river in the west. Because of the Segowlee Treaty, Nepal had to cede the whole mountain land lying between the rivers Mechi and Tista, plain area (Terai) lying between rivers Tista and Kali and the whole land lying between the rivers Kali and Sutlej to the East India Company. The United Kingdom returned the plain area lying between the rivers Kosi and Rapti in 1816 and rivers Rapti and Kali to Nepal in 1860 according to two different treaties signed between the two countries.

From among the different historical treaties that exist between Nepal and the United Kingdom the treaties of 1923 and 1950 have become our subject for contention. Since the treaty of 1923 recognizes the sovereignty and territorial integrity of Nepal and reconfirms the Segowlee Treaty of 1816 through which Nepal ceded the whole territories between the rivers Kali and Sutlej in the west and between the rivers Mechi and Tista in the east. While the treaty of 1950, under Article 8, declares that “All treaties, engagements between the Government of the United Kingdom and the Government of Nepal concluded prior to 21st December 1923, and the treaty signed at Kathmandu in that date shall cease to have effect from the date on which the present treaty comes into force in so far as their application between the United Kingdom and Nepal is concerned.” From this we are to believe that 60000 square Kilometers of the territories of Nepal had so ceded, were also freed simultaneously as did the whole India with the declaration of dominion on 15th August 1947. Furthermore, the tripartite agreement of 9th November, 1947 concluded on the recruitment of Gorkhas in the British and Indian Armies is still in force. The Gorkhas and the Nepalese territories were under the control and possessions of the United Kingdom only because of the agreements/treaties between Nepal and the United Kingdom. The Nepalese territories which were under the possession of the United Kingdom were also freed on the same day as did India from the British Colony. There has been no treaty on possession by India of these Nepalese territories. But Nepal and India signed a Treaty on July 31, 1950, under the article 8, renounces that “So far as matters dealt with herein are concerned, the treaty cancels all previous treaties, agreements and engagements interred into on behalf of India between the British Government and the Government of Nepal.”

So, Greater Nepal Nationalist Front (GNNF) has been demanding India to return the colonized 60000 square kilometers of Nepalese territory to Nepal but India has not shown any positive response towards it. India must know that it is not only illegal to occupy Nepalese land but is also inhuman.

In this context United Kingdom must take sole responsibility to commit India to return back the Nepalese land of about 60,000 sq.km to Nepal as soon as possible.

Greater Nepal Nationalist Front hopes that the United Kingdom government takes an immediate initiative in this context of the lost territories and helps the Nepalese people to sort this issue with its neighboring country India. The Front also strongly believes that you can play a vital role in solving this issue.
